A special meeting of the Eastridge Hills HOA Board was convened to elect officers, establish committee structure, address ongoing contracts, and set policy direction following a successful recall election.
✅ Board Officer Elections
- President: Carolyn Goodall
- Treasurer: Eddie Williams
- Secretary: William Wesley (absent but nominated and approved)
Carolyn was first appointed Chair Pro Tem to facilitate the meeting. A quorum of two board members (Carolyn and Eddie) was present, allowing the meeting to proceed in accordance with governing procedures.
🔐 Banking and Financial Authority
- The Board voted to remove previous signers from the association’s bank accounts and authorize Carolyn and Eddie as new signers.
- Priscilla Marin (management company) will handle bank coordination and signature cards. New authority expected within 10 business days.
- The Board reaffirmed control of tax and investment authority is now with the newly elected officers.
🧩 Committee Reorganization
The Board invited all current and prospective committee members to resubmit their interest. Specific committees seeking volunteers include:
- Architectural Review (Board will serve temporarily)
- Gardening
- Finance
- Social Events
- Communications (newsletters, website)
- Governing Document Revision
- Safety & Security
All members are encouraged to participate to help shape a more active and inclusive community.
📅 Meeting Schedule
- Board meetings will continue every other month at 6:00 PM for Executive Session and 6:30 PM for Regular Session.

🐐 Contract Review: Grazing Services
- A $4,500 contract was signed by the prior board for seasonal goat grazing of 8.5 acres of HOA open space.
- Due to prior fence damage, the Board expressed intent to review fencing issues and will schedule an executive meeting on June 4th to evaluate liability and leadership concerns.
- Homeowners are encouraged to inspect and secure their fences in anticipation of the grazing event.

🚫 Gate Signage and Safety
- Board unanimously approved additional signage at the back gate to deter drivers from entering through the exit lane.
- Signage will include Spanish language and universal symbols (“Do Not Enter”, “Stop”).
- Priscilla will coordinate with the sign vendor to avoid duplicating or replacing recently updated signs.
🔥 Unfinished Business Resolutions
- Red Curbs & No Parking Signs: The Board voted to cancel plans to paint curbs and remove “No Parking” signs in cul-de-sacs.
- Recall Election Special Assessment: Homeowners who paid the $123.00 recall election fee will receive a full credit on their July statement. The Board recognized prior lack of transparency and affirmed the refund as a goodwill measure.
🧾 Reserve Study
- No changes were made to the approved Reserve Study contract for FY2026.
- The Board aims to ensure clear, community-friendly summaries of financial and reserve documents moving forward, citing frequent member feedback for more understandable reporting.
🗣 Closing Remarks
Carolyn Goodall and Eddie Williams expressed appreciation for community support during the recall process and welcomed homeowner involvement in shaping a more transparent and proactive HOA.
An executive meeting is scheduled on June 4th, 2025 to address contracts, complaints, and other business-related concerns.
