Article 1 — Purpose & Authority

The Eastridge Hills Rules & Regulations (“Rules”) are adopted by the Board of Directors to promote safety, property values, and the peaceful enjoyment of the community. These Rules supplement (and do not replace) the CC&Rs and Bylaws. In any conflict, recorded governing documents and applicable law control.

Article 2 — Definitions

Unless otherwise stated, defined terms carry the meanings assigned in the CC&Rs. The following apply within these Rules:

ARC
The Architectural Review Committee authorized to review exterior changes.
Common Area
Areas owned/maintained by the Association as described in the CC&Rs.

Article 3 — Architectural Review

Section 3.1 — When Approval Is Required

Exterior alterations (paint, roofing, fencing, hardscape, solar/EV equipment placement, outbuildings, etc.) require written ARC approval prior to work commencing.

Section 3.2 — Submittal Requirements

  • Completed ARC application form;
  • Plans/specifications, colors/materials, and site photographs;
  • Neighbor notification, if required by ARC guidelines.

Section 3.3 — Enforcement

Unapproved work may be subject to corrective action, including stop-work requests, restoration, and fines as permitted by law and the governing documents.

Article 4 — Property Maintenance

Section 4.1 — Landscaping

Lots must be kept free of excessive weeds, dead vegetation, and fire hazards; street-facing areas should maintain a neat appearance consistent with community standards.

Section 4.2 — Trash & Recycling

Containers should be screened from view except on collection days, and must be returned to storage areas promptly after service.

Article 5 — Parking & Vehicles

Section 5.1 — General

Residents must comply with posted signs and fire-lane restrictions. Inoperable or unregistered vehicles may not be stored in view on the Lot or street.

Section 5.2 — Guests & Deliveries

Guests should park in designated areas; large deliveries should avoid blocking traffic or emergency access.

Article 6 — Use Restrictions (Noise, Nuisance, Safety)

Section 6.1 — Quiet Enjoyment

Excessive noise or activities that unreasonably disturb neighbors are prohibited. Comply with applicable city noise ordinances.

Section 6.2 — Fireworks & Hazards

Hazardous activities and illegal fireworks are prohibited. Follow all posted rules in Common Areas.

Article 7 — Amenities & Common Areas

Section 7.1 — Access & Hours

Common Areas are for the use of owners and their guests in accordance with posted hours and guidelines.

Article 8 — Signs, Rentals, and Other Regulations

Section 8.1 — Signage

Only signs permitted by law or ARC guidelines may be displayed. Temporary event signs should be removed promptly after the event.

Section 8.2 — Leasing

Owners remain responsible for tenant compliance. Provide tenants copies of all governing documents.

Article 9 — Enforcement, Fines & Due Process

Section 9.1 — Progressive Enforcement

Violations may result in written notice, hearing, fines, reimbursement assessments, and suspension of privileges as authorized by the governing documents and applicable law.

Section 9.2 — Hearings

Prior to imposing fines or penalties, Owners are entitled to notice and an opportunity to be heard in accordance with Association procedures.

Article 10 — Amendments & Effective Date

These Rules may be amended by the Board after proper notice and member comment period. Unless otherwise stated, amendments take effect on the date specified in the Board’s resolution.
